my pc will not reboot even in safe mode. Any suggestions?

It's hard to diagnose your problem without getting more info, but I would say that it could be one of two things. It could be that your hard drive is failing or your Windows OS is corrupted. If your hard drive is failing then you'll need to get a new hard drive and maybe you can ghost the failing hard drive to the new one.
If your OS is corrupted then you can do a Windows repair and hopefully you'll be back in business.
Those are some good places to start.

Hey.. just go to laptop repair store. That will be the best option.
