If a computer has a particular version of Vista, say Vista Ultimate, does the upgrade to Windows 7 have to be to the corresponding version, in this example, Windows 7 Ultimate?

If you want to upgrade from Windows Vista to Windows 7 then you will have to follow one of the below paths:
Vista Home Premium -> 7 Home Premium
Vista Business -> 7 Professional
